Title I

Title I is part of the federal Every Child Succeeds Act (ESSA).  ESSA is the 2015 re-authorization of the 1965 Elementary and Secondary Education Act, signed into law in 1965. ESSA reaffirms the national, state, and local commitment to help all students meet state academic standards.

Every Student Succeeds Act, Title I, Part A
  • Title I is the largest funded program in ESSA.
  • Funds go to schools with the highest number of economically disadvantaged students.
  • Marion County has chosen to concentrate funds in eligible elementary schools.
  • Funds are used primarily to supplement Reading, Writing, and Mathematics instruction. 
  • Parent/Family Engagement is an important part of Title I.
  • Funds are also used to improve teaching skills through focused, researched based, on-going, sustained professional development.
  • Title I provides requirements for the establishment of state a accountability system to assure that schools and school districts are improving academic achievement.

Since 1965, federal funding through the Elementary and Secondary Education Act has provided supplementary educational programs to Marion County Schools.  This funding allows the county and eligible participating schools to improve student achievement and to enable students in those schools to meet the challenging academic standards. 

Title I schools have the highest concentration of low-income students in the county.  Title I eligibility is determined by the percentage of students who are direct certified as free or reduced lunch.  Marion County has chosen to serve just the elementary grade span this school year.  
 
Marion County Schools receiving Title I services are Blackshere Elementary, East Park Elementary, Fairview Elementary, Jayenne Elementary, Monongah Elementary, Rivesville Elementary/Middle, and Watson Elementary. These schools focus primarily on supplemental reading and math instruction, parent involvement, and professional development for teachers.

In addition to serving Title I eligible schools, Title I funds provide services to homeless students identified through the McKinney-Vento Act, students attending public schools but residing in institutions for neglected and delinquent children. Fairmont Catholic is the only private school that has chosen to receive services for eligible students.
