Garbage Services - July 1, 2022 through June 30, 2023

GENERAL INFORMATION AND QUALIFICATIONS

The Marion County Board of Education (“Marion County Schools”) is requesting for vendors to submit proposals for the provision of garbage and recycling pickup services at 16 of its sites.  The contract period for the bid will be for one year and pick up service will begin on July 1, 2022 and ending June 30, 2023. A vendor to be eligible for bidding must be a fully regulated by the Public Service Commission of West Virginia (the “PSC”) as of December 6, 2021.  The PSC must have the authority to regulate the vendor’s service practices, rates, contracts, service areas, safety, and customer complaints should any issues arise, along with all other regulatory authority provided by law to the PSC.  Vendors must provide a copy of their certificate/permit approved by the PSC and a copy of their insurance policy with their proposal.  The Board will utilize a two-envelope system for bids.  Please include certificate/permit, copy of their insurance policy, and a list of your sites, dumpster sizes, and frequency of pickups in the envelope.  In a separate sealed envelope please include your bid for these services.

SCHEDULE OF TIMELINE

  • 01/06/2022 - Request for Proposals

  • 01/14/2022 - Submission of Written Questions

  • 01/31/2022 - Final Proposal Deadline

  • 02/01/2022 - Vendor Selected

  • 07/01/2022 - Contract Start Date

  • 06/30/2023 - Contract End Date

Sealed proposals will be due to Marion County Board of Education’s Central Office at 1516 Mary Lou Retton Dr., Fairmont, WV 26554 by Monday, January 31, 2022 at 3:00 PM.  Please put to the attention of Scott Reider on the proposal.  Proposals will be opened to the public on Monday, January 31, 2022 at 3:00 PM.

WRITTEN QUESTIONS

Vendors may submit questions in writing to Scott Reider via email address scott.reider@k12.wv.us by 01/14/2022 at 4 p.m. Answers to questions will be provided by 4 p.m. on 01/19/2022 via email to all vendors from which a proposal acknowledgement email has been received. Vendors should contact only the individual indicated above. Any responses obtained from any other source will be considered invalid.

Right to Modify or Cancel:

Marion County Schools reserves the right to cancel this procurement or reject any and all proposals. Marion County Schools also reserves the right to modify the proposal process and timelines as it deems necessary.

Responsibility for Proposal Costs:

The vendor shall be fully responsible for all proposal development and submission costs. Marion County Schools assumes no contractual or financial obligation as a result of the issuance of this RFP, the preparation and submission of a proposal by a vendor, the evaluation of any accepted proposal or selection of finalists.

Proposal Acceptance and Rejection:

Marion County Schools reserves the right to reject any and/or all proposals, to reject or accept any and/or all the items in a proposal, and to award the contract in whole or in part as deemed to be in the best interest of Marion County Schools. Marion County Schools reserves the right to negotiate further with any vendor if such action is deemed in the best interest of Marion County Schools. It is not mandatory that Marion County Schools accepts the lowest bid.

Contract Award:

Final selection of the successful vendor is targeted for 02/01/2022 with negotiation to commence immediately thereafter for the development of a contract. This target date is subject to revision as deemed necessary by Marion County Schools.

Clarification of Responses:

Marion County Schools reserves the right to obtain clarification of any point in a vendor’s proposal or to obtain additional information necessary for properly evaluating a particular proposal. Failure of a vendor to respond to such a request for additional information or clarification could result in rejection of that vendor's response or responses.
